US customs value is the price paid for the goods: international freight and insurance stay out of it where they are separately identified on the invoice. Freight still belongs in your landed cost per unit — it is simply not dutiable. Every layer is kept as its own line because that is how your entry summary will show it.

What does not apply, and why

Section 301 — 2026 country action (China)

9903.05.31 · +12.5% — not applied to this article

U.S. note 52(f)(1) exempts articles of steel, aluminum or copper and derivative steel articles subject to headings 9903.82.02 and 9903.82.04–9903.82.26, which this article is. Source

IEEPA (fentanyl and reciprocal)

9903.01.xx / 9903.02.xx — ended 24 Feb 2026

CBP stopped collecting IEEPA duties on goods entered from 12:00 a.m. ET on 24 February 2026 (CSMS #67834313). Revision 19 still prints heading 9903.01.24 at +10% with no termination note. Duties paid before then are being refunded through CAPE. Source

If you paid IEEPA duty on earlier entries, the ES-003 report shows which entries carried it. CBP is refunding it through a CAPE declaration that you or your broker file in ACE — CBP’s refund page.
